Is repiping covered by homeowners insurance? **Usually not.** Standard policies pay for sudden, accidental water damage, not for replacing pipe that wore out. The standard HO-3 form excludes wear and tear, deterioration and rust, and doesn't pay for the system that leaked. What a claim can cover is the damage a burst causes.

[NYC Repipe & Repair](https://nycrepipe.com/) publishes these figures with named sources so every number can be checked before you call anyone, including us.

Insurance and repiping meet at the worst moment: a pipe has just burst, a ceiling is down, and the plumber is saying the whole system is shot. The policy pays for one part of that and almost never the other. Knowing where the line sits helps you file the claim correctly and plan the repipe separately.

## What a standard homeowners policy covers

The Insurance Information Institute says plainly that homeowners and renters insurance “provides coverage for burst pipes” ([Triple-I](https://www.iii.org/article/how-to-protect-your-home-from-water-damage)). Its sample HO-3 policy, the most common homeowners form, shows the detail ([Triple-I sample HO-3](https://www.iii.org/sites/default/files/docs/pdf/HO3_sample.pdf)):

| Situation | Typically covered? | Why |
| --- | --- | --- |
| Ceiling, floor and contents ruined by a sudden burst | Yes | Accidental discharge of water from a plumbing system |
| Opening a wall to reach the pipe that burst | Often | Tear-out covered when needed to repair the system |
| The pipe that leaked | No | Loss “to the system or appliance” the water escaped from is excluded |
| Replacing old, corroded pipe throughout the house | No | Wear and tear, deterioration, rust and corrosion are excluded |
| Burst from freezing in an unheated house | Depends | Covered only if you took reasonable care to keep heat on or drain the system |
| Sewer or drain backup | Often not | Many policies need a separate backup rider |

So the policy treats the burst as an accident and the pipe as maintenance. A whole-house repipe is the maintenance side.

## Why repiping is treated as maintenance

A galvanized system that fails in NYC isn’t failing by accident. Galvanized steel’s working life is typically 40–60 years, and New York’s water is soft and corrosive, with an average Langelier index of −2.21 in [DEP’s annual water quality report](https://www.nyc.gov/assets/dep/downloads/pdf/water/drinking-water/drinking-water-supply-quality-report/2024-drinking-water-supply-quality-report.pdf). Most houses in [Brooklyn](https://nycrepipe.com/boroughs/brooklyn/) and [Queens](https://nycrepipe.com/boroughs/queens/) were built before 1940, so their original supply pipe is well past that life. Insurers read rust scale, pinholes and repeated leaks as the deterioration the policy excludes. Triple-I also notes that policies won’t cover damage caused by a lack of maintenance.

That’s also why a second or third leak can make a claim harder: the pattern points to a worn system rather than a sudden event. If you’re weighing it, [should I replace galvanized pipes](https://nycrepipe.com/answers/should-i-replace-galvanized-pipes/) sets out the signs, and the [repipe assessment](https://nycrepipe.com/tools/repipe-assessment/) scores your house.

## The one part of code upgrades a policy may help with

The sample HO-3 includes **Ordinance or Law** coverage: up to 10% of the dwelling limit for increased costs caused by enforcing a building code during a covered repair. In NYC that can matter, because a replaced section of galvanized has to go back in copper under Table 605.4, with a DOB filing. It applies to the covered repair, not to a voluntary repipe of the whole house. Ask your adjuster whether your policy carries it and at what limit.

## Co-ops and condos

In a co-op, Brick Underground notes that a problem “inside the building walls” is typically the co-op’s responsibility under the lease, while fixture problems belong to the shareholder ([Brick Underground](https://www.brickunderground.com/buy/who-responsible-repairs-water-damage-painting-windows-maintenance-co-op-condo-shareholder-owner-nyc)). Condo owners generally fix their unit and pursue a negligent neighbor or the board later. Risers are usually the building’s, branch lines the shareholder’s; [who pays for riser replacement in a co-op](https://nycrepipe.com/answers/who-pays-for-riser-replacement-co-op/) and the [apartment repiping](https://nycrepipe.com/apartment-repiping/) page explain the split.

## What to do after a burst

- **Stop the water** and call for a [burst pipe repair](https://nycrepipe.com/burst-pipe-repair/). The steps before the plumber arrives are in [what to do when a pipe bursts](https://nycrepipe.com/answers/burst-pipe-what-to-do/).
- **Photograph everything** before cleanup, including the failed pipe section, and keep it.
- **Separate the invoices.** Ask for the emergency repair and the damage it caused to be written up apart from any repipe quote. Burst-pipe repairs in NYC typically run $500–$2,000 before restoration ([Handyman NYC price guide](https://handyman-new-york-city.com/guides/cost/pipe-replacement-costs-nyc/)).
- **Keep the filing.** Emergency work is filed with DOB afterwards through an Emergency Work Notification; the [repiping permit guide](https://nycrepipe.com/answers/repiping-permit-nyc/) explains it.
- **Price the repipe on its own.** It’s an owner cost, so use [how much repiping costs in NYC](https://nycrepipe.com/answers/repiping-cost-nyc/) and the [repipe cost estimator](https://nycrepipe.com/tools/repipe-cost-estimator/) to plan it.

## Bottom line

**Homeowners insurance usually covers the water damage from a sudden burst, not the repipe that prevents the next one.** File the damage claim, then budget the copper repipe as maintenance, ideally before the next leak. The [whole house repiping](https://nycrepipe.com/whole-house-repiping/) page explains the work. Call [(929) 659-6658](tel:+19296596658) for a free on-site estimate with a written, itemized price.

## Quick answers

Will insurance pay to open the wall to fix a burst pipe?

Often, yes. The sample HO-3 policy published by the Insurance Information Institute covers the cost to tear out and replace part of the building when that's necessary to repair the system that leaked. It still doesn't pay for the pipe itself. Policies vary, so check your own declarations and endorsements before work starts.

Does a co-op or condo policy cover my apartment's pipes?

It depends on who owns what. In most co-ops the building is responsible for risers and pipes inside the walls, and the shareholder for fixtures and, often, branch lines. Condo owners generally repair damage in their own unit and pursue a negligent neighbor or the board afterwards. The proprietary lease or bylaws decide which policy responds.

Will repiping lower my insurance premium?

That's up to your insurer, and there's no published NYC figure for it. Ask your agent before the job whether plumbing age or material affects your rate. Either way, keep the DOB job number, the signed-off filing and the invoice naming Type L copper, so you can show when and how the system was replaced at renewal or sale.
