The NYC repipe checklist to hand every plumber

This NYC repipe checklist is 16 written questions on one page: the licence, the DOB permit, the copper, the scope and the paperwork. Give every bidder the same sheet and the prices finally compare.

Hand this to every plumber who bids on your repipe. A contractor who can't answer a line in writing hasn't priced the job.

The licence

  • Licensed Master Plumber name and licence number, in writing.

Only a NYC LMP can file the permit. Look the number up on DOB's licence search before you sign. NYC DOB licence search.

  • Whose licence goes on the filing, and are they the ones doing the work?

The filing LMP is responsible for the job. Work done under someone else's licence should be supervised by them.

The permit

  • Will this be filed as a Limited Alteration Application (LAA) in DOB NOW: Build?

A repipe is a permitted job. Ordinary-plumbing repairs aren't, but replacing the system is. NYC DOB, Limited Alteration Applications.

  • The DOB NOW job number once filed, plus the date of the final inspection.

You can check the job's status yourself. Unpermitted work carries penalties from $520 for a 1–2 family house.

  • If the building is in a landmark district: who gets the LPC Certificate of No Effect?

Interior plumbing under a DOB permit in a landmark district needs it, and it can add weeks.

The pipe

  • Copper type (K or L) and wall thickness on every supply line.

NYC Plumbing Code Table 605.4 does not list PEX or CPVC for water distribution. A bid quoting PEX isn't a NYC bid.

  • Joining method: soldered or permanent press. No removable push-fit.

PC 605.9 prohibits removable push-fit fittings.

  • Dielectric fittings wherever copper meets steel or iron.

PC 605.24.1 requires ASSE 1079 transitions, which stop galvanic corrosion at the joint.

  • Is the drain stack included? If so, cast iron or plastic?

Plastic DWV is allowed only in residential buildings of 5 stories or fewer (PC 701.9). Pipe lining is prohibited (PC 701.10).

The scope

  • Every fixture, riser and branch in the price, listed room by room.

Bids that differ by thousands usually differ in what they include.

  • Wall and ceiling openings: who closes them, to what finish, and at what price?

Patch-ready, skim-coated and painted are three different prices. Drywall repair runs about $50–$75 per sq ft.

  • Street service line: in scope, out of scope, or inspected and reported?

If it's lead or galvanized, a new copper system still sits behind an old line.

  • Water shutoffs: how many, how long, and is water back on each evening?

Co-ops can charge per riser shutoff. Plan the schedule with the board before you sign.

The paperwork

  • Certificate of insurance naming you, plus the managing agent or board if there is one.

Co-op and condo alteration agreements almost always require it before work starts.

  • A written, itemized price with a payment schedule tied to inspections.

Pay against milestones (rough-in passed, final passed), not the calendar.

  • Pressure test at rough-in, with the reading written down.

The test happens before the walls close. Ask for a photo of the gauge.
